All marine farming and spat catching permit applications under s 67J and s 67Q of the Fisheries Act 1983 must be accompanied by an ecological investigation assessing the effects of the proposed aquaculture activity on the sustainability of fisheries resources, a Fisheries Resource Impact Assessment (FRIA). The following is a guide to assist applicants and research providers in preparing a FRIA. The guide provides confirmation of the type and quality of ecological investigation and the standard of information necessary for the Ministry of Fisheries to meet its obligations under the fisheries legislation, to provide for utilisation while ensuring sustainability. A FRIA is a scientific investigation and must be conducted by suitably qualified personnel using appropriate methodologies, and must be written to an appropriate standard of scientific reporting. The detail and scientific rigour of a FRIA must correspond with the scale and significance of the proposed aquaculture activity and potential risks to the sustainability of fisheries resources. Before a FRIA is conducted it is recommended that this guide be read in full. This guide has been finalised after consultation with the aquaculture industry, tangata whenua, research providers and other interest groups.
