IIn 1995, Cabinet endorsed the Federal Aquaculture Development Strategy (FADS), invigorating the federal government’s commitment to aquaculture development and affirming the role of Fisheries and Oceans Canada (DFO) as the lead federal agency in this regard. As the lead federal agency, DFO is committed to creating policy conditions that increase both the public's confidence that aquaculture is being developed in a sustainable manner and the aquaculture industry's competitiveness in global markets.

DFO's Aquaculture Policy Framework is the department's response to FADS. The objectives of this policy framework are to:

orient DFO around a common vision for marine and freshwater aquaculture; shape the development of future departmental aquaculture policies and programs;

guide the development of operational policies for the application of DFO's regulatory responsibilities in relation to aquaculture;

inform any changes to DFO's legal and regulatory frameworks; and

clearly convey to other federal government departments, the provincial and territorial governments, the aquaculture industry, Aboriginal groups and stakeholders the framework within which DFO is committed to taking action.

DFO's vision for aquaculture development is to benefit Canadians through the culture of aquatic organisms while upholding the ecological and socio-economic values associated with Canada's oceans and inland waters.
