This report is presented by the Small Business Advocacy Review Panel (SBAR Panel or Panel), for the proposed effluent limitation guidelines and standards for the Aquatic Animal Production Industry (Aquaculture), which was convened on January 22, 2002. This report includes the following: background information on the proposed rule being developed; information on the types of small entities that would be subject to the proposed rule; a summary of the Panel's outreach activities; a summary of the comments and recommendations of the Small Entity Representatives (SERs); and the SBAR Panel's findings and recommendations with respect to the issues raised in the SER comments, and the statutory elements of an initial regulatory flexibility analysis (IRFA).
